How many decibels are we talking about? How much reaches the neighbor?

Honestly? It doesn't matter.

If it were important, the neighbor would have long since measured it themselves and, based on the values, for example, sought legal action.
So what is the point if the OP now wants to go and start measuring at the neighbor's place? The latter will refuse anyway. They probably have no interest in objectifying their problem. Too loud is too loud. No medical certificate will help with that. Only when the noise source is completely gone will they be satisfied. And that is unrealistic.

The controlled residential ventilation system of our neighbor was also much too loud for us. Now it is running on level 1 and we are satisfied with it. We measured 67db (at night) on level 2 right by our garden fence. In terms of volume, I think that was comparable to the outdoor unit of an air conditioner and definitely too loud. On level 1, you can only hear a faint rustling near the air outlet if you concentrate on it. So I can understand why neighbors get upset about it. However, I believe there are systems that were simply not installed or adjusted properly. In new residential areas, I have now passed by such air outlets several times and have only rarely heard a louder system.

67 db??? Does he have a turbine or the trumpets of Jericho installed? In our (industrial) plants, we have to maintain 68-70 as the working environment! That would really be extremely loud, but I can't imagine that it suddenly is quiet at level 1...

How did you measure?

The system was really that loud, a running car was quieter. You could still hear the controlled residential ventilation clearly 30m away in the garden, but I think there is some kind of error there. Maybe the pipe diameter is too small or no sound dampers are installed. As I said, one level lower it is very quiet, for whatever reason.

That is not unimportant at all, because it is the only thing that is measurable.

But you probably misread something in my post anyway, because I did not advise the OP to measure.
Rather, I assume that the installer can come up with numbers during the check, or else the complaining neighbor.
