Our main concern with the question is whether "too tight windows" could possibly lead to thermal bridges and mold formation, for example if the windows are tighter than the masonry. Your current windows are almost on the energy level of the new double-glazed ones. Not much has changed since 1995, only the frames, spacers, and seals have been improved. So replacing them with new double-glazed windows doesn’t bring much benefit. Most of this has already been written by . - In any case, I would recommend triple glazing with warm edge (spacers between the panes no longer made of stainless steel but of PU / EPDM) and 6-chamber seals (construction depth usually 78mm+).
Triple-glazed panes do tend to fog up - from the outside. In damp weather and without a significant roof overhang and especially towards the garden (if it’s not a nice gravel garden), it can happen that they are fogged up in the morning.
