How should one imagine this textually? Are 3 house types (clinker, modern, Bauhaus) described or defined in the development plan? How exactly do they record that? In our building area, the high-quality houses happen to be white, the cheaper ones tend towards yellow or light green. The jewel among the houses, however, is clinker-faced.

Hmm, the (for me) most attractive houses in the region are from the 60s, are white (though clad and painted) and have flat roofs: (chain row) bungalows were very popular back then and would probably still be built if the land weren't so expensive.

There is a) a development plan. b) The design framework was determined by the Klosterkammer (heritable leasehold properties). It is subdivided into three areas: traditional style, modern style, and Bauhaus style. The new development area is thus divided: in the south along a street layout the traditional bungalows (red brick, up to 1/3 other facade details allowed), in the middle the modern style as single-storey with all roof pitches, height up to 7.80, at least 2/3 white plaster, the rest of the facade may have other details, in the north the 1-2-storey Bauhaus houses, also 2/3 white, the rest can have other details.

In the development plan, actually everything single-storey is allowed. For the Bauhaus houses the single-storey requirement was relaxed.

Regarding the rest of the design: over the years everything is seen more and more flexibly.

Honestly, there is probably more truth to that than you might believe now. I have professionally dealt almost exclusively with industrial buildings with flat roofs. Leaks are more the rule than the exception after 10 years. And with our old house, built in 1997, we had to pay a surcharge on the building insurance from 2012 because of the flat roof. In fact, we also had 3 water damages from rainwater in 5 years because the plastic waterproofing no longer did its job. By the way, this was from 2007.

That's not entirely true, we do have different development areas, but only where we are moving to now was it affordable. All the others would have the land at a MINIMUM of 450-500€ per sqm.
