I naively imagined such an empty conduit to be a bit larger now.
So I think it makes sense to run a star-shaped network from the utility room to each room and to lay an empty duct next to it, I think.

In general, of course, the walls should also accommodate larger empty conduits. With an 11 cm wall, it already becomes difficult. There are regulations on how deep, at what distances, and in which directions chases may be cut.

Regarding the topic of Wi-Fi: In my opinion, one repeater per floor is sufficient. So, your router in the basement, one repeater on the 1st and 2nd floors respectively.

Repeaters are completely unsuitable because WLAN is a shared medium and a repeater halves the bandwidth. It has to transmit and receive on the same medium. If you already have the opportunity, like in a house construction, to wire properly, then you should also take that chance to do it right. Instead of repeaters, use access points. You can actually configure any router as a pure access point. You don't have to use expensive Fritzboxes. Even 20 euro devices work very well.

A few things have already been mentioned: You should use duplex cables (currently Cat7). Provide connections for access points (e.g. in the hallway on the ceiling). Power supply either via PoE (i.e. over the network cable with suitable devices) or install a socket. In the living room, provide connections for the TV, multimedia PC, PlayStation, Xbox, and devices that might come later. So maybe even 6 sockets? In the storage room/basement, provide a connection for a central storage (NAS (network hard drive), server). In the kitchen, there might eventually be a web radio and there are already refrigerators and coffee machines with network connections on the market. In the children's room, there will eventually be a computer, a TV with a network connection, and a game console.

It makes sense to distribute the telephone over the same wiring. So again: Where could phones be? Living room, hallway, kitchen?

Of course, you don't have to do all of this, but the cables are not that expensive, and wiring later will be really tedious. You can also initially install blank sockets or, as suggested here, at least empty conduits.

To contradict the trend here: CAT7 cable is pretty pointless. CAT6a is just as suitable for 10GBit, for 40Gbit you need Cat8. Moreover, I am sure that no one here has a device with a Cat7 connector and no one has installed a Cat7 outlet. Cat7 is simply more expensive and harder to work with for home use.

Cat7 cables have less attenuation and better shielding, so they can potentially remain in use longer in the future, especially the long lines. And otherwise, they are only slightly more expensive than Cat6e cables! And Cat6 sockets can also be easily connected there, wires, etc. It's basically the same. So it is more prudent to lay Cat7 cables; 6 is already at the current limit.
