Hello,

I would talk to the municipality again, especially §31 Baugesetzbuch works in your favor because although your case contradicts the regulations, it does not deviate so much that people or the place itself would suffer.

With the neighbors' consent, that could work, at least it would be an argument for the municipality that they cannot easily dismiss.

I myself come from the LK Harburg and know Vierhöfen from passing through.
Isn't that already a landscape protection area, I mean the meadow?

The 1000sqm plot must, as stated in the development plan, also lie within the B-plan. (Whether the development is still within it or not is a side issue). You cannot fit the 1000sqm in because the development plan ends to the west. This is and remains for the time being the legal basis for your municipality to reject the project. Because the development plan, as it currently stands, is legally binding and thus the legal reason to reject your project. The only options are either to beg on your knees for the decision-makers to change it or to carve out the missing sqm from the land of the operation to fulfill it. Basically, the building envelope must also be observed.

What remains (if permissible) is to build the house on the plot without dividing it. However, this could also be problematic from a banking perspective.
