Main supplier wants 8000 €

I have a problem and hope for good advice.
The electricity providers are monopolies in their areas.
Now my (electricity) main supplier wants 8000 € for the connection to the house (new building).

Is he allowed to demand that?
A standard connection costs a flat rate of 1500 €.
However, I want to be supplied underground, and this is not a modern wishful thinking.

What can be done in such a situation?
Lawyer? Or be forced to accept it and pay 1500 to have the cable run on the roof?

What exactly is the scope of services?

The exact scope of services includes two masts each measuring 20 meters and an underground supply from the second mast approximately 30 meters to the house.

Well, if that's the price, you can do it or leave it. It's like buying a car; if the Porsche is too expensive for you, you'll have to settle for the VW. You can't sue Porsche to sell you the car at the VW price either. Really annoying :(, but you also get masts and 30m of underground supply for it.

I see it differently. Because the supplier is a monopolist in this case. The question now is whether he abuses this position of power to fill his pockets or wants to force someone to forego underground supply with the price.

The monopoly of the providers also gets on my nerves, our multi-service connection costs 2800 euros.

But since the water pipe is in the north and the electricity in the south, I have to have the water pipe installed myself. For the cable connection, they wanted another 1000 euros extra, but my builder made the trench. I gave that up because doing it myself is forbidden.

They did not keep deadlines even though applied for on time, constantly only excuses.
