If that works, even better: Then you don't have to worry about the grass growing on the construction site... Downside: It's simply not really "yours." You never know what might happen. It's only yours after the notary appointment (and the payment).

If you want the property, I would secure it and buy it, no reservations etc. that would be too uncertain for me, even though it is the [Gemeinde].

The advantage of acquiring the property sooner lies, in my opinion, mainly in
1. that it is already yours and no one else buys it
2. you do not have to pay real estate transfer tax on the house, as it is clearly a separate transaction.

That should not be a problem with the purchase from the municipality anyway. Still: buy now! It's great to have your own piece of land, especially since there is simply nothing against doing it now, done is done.

Buy land. That’s how we did it too. Paid for the land in cash with equity and then planned in peace. Many companies (GUs) find it much easier when the land is already yours. Site plan, soil report, utility plan, easements, and the development plan are known. It was the best for us and stress-free. Mowing the land twice a year is not much effort.

Buy the property immediately, a reservation is not worth the paper it’s written on.

(speaking from experience after a failed notary appointment, even though the reservation was signed and "everything was settled".)

Edit: at such a low land price, the bank will probably consider it 100% as equity, as long as it doesn’t simultaneously border directly on a highway, airport, coal power plant, and asylum shelter
