Which procedure have you decided on? When is the submission deadline and when is the announcement?

This is a very good hint that should actually be pinned: that in allocation procedures with point systems, personal chances of success increase by thinking in antiproportional relationships between the desirability ranking of the plots and one’s own position in the applicants’ points ranking. In the lottery, many participants choose their birth date numbers; therefore, numbers 1 through 12 and 19 are the most crowded – this is similarly true for the plot lottery in essence. Whoever has few local points, few children points, and few volunteer points – thus practically has to deduct three handicap levels – and has four "tickets," essentially wastes three tickets if they place bets on their personal ranking positions 1 through 4, and should accordingly place their tokens on their positions 4 through 7.

Not every municipality takes this approach with the points system.
In our case, you are allowed to specify up to seven ranking places. However, the number of points plays a superior role. That means if all your favorites are gone and it’s your turn now, you are still allowed to choose a building plot.
I know, it doesn’t make sense – so why even name favorites if you can choose anyway
As I said, it varies from municipality to municipality.

I would rather say that two things are always the same from municipality to municipality: 1. one looks for a "fair" procedure that adequately represents complex constellations of factors, and 2. one does this at meeting tables where nowadays apparently only people sit who haven’t played in ages (or never at all) – neither Monopoly, nor Sorry, Yahtzee, Uno or anything else. But in practice, this is about game theory, and you can only get knowledgeable about it in two ways: either theoretically (which is too exhausting for me despite being highly gifted), or practically (which is the way even astrophysicists in my circle of acquaintances prefer). With no knowledge or a lot of no knowledge, you only produce original complex pseudo-randomness, but inevitably miss your goal of a fair, smart method. Thank God the game ends when all the properties are gone. Strangely, allocation systems at the scale of about 50 building plots still appear to function satisfactorily, whereas with more building plots – whether 80 or 300, which also depends on the oversubscription rate – they hopelessly entangle and come to a halt. Many municipalities have heard of this phenomenon, cannot explain it, but usually react with a simple "solution": namely, that they split larger contingents into two allocation phases even when the total number on the market would actually "disappear" quickly.

The deadline is until 31.05. I initially had the end of April in mind, but I must have misunderstood that. After that, the order will be created and those with points will be notified first. However, I have no more precise information about when that will be.

So here it’s the same, that the points are looked at first. When it’s your turn, you get the highest prioritization that is still free. Accordingly, it makes zero sense to prioritize a supposedly worse plot higher.

It’s exactly the same here. I think this is the 4th (and last) construction phase.

See above. It’s not like that here, because you do not explicitly apply for a plot.

Marking the crosses is actually an unnecessary duplication. You only apply for the plots for which you give a prioritization. The municipality wants to simplify the allocation with this.

All information is based on a phone call with the municipality.

We are currently still wavering a bit whether we want to apply at all for the small plots (<490m²).
Otherwise, 6189 is number 1.
Because of the size also 6187 and 6182.

For your information, 6190 belongs to 6188. It is currently completely free; only a pool extends from one plot to the other and is fenced in as one plot.
Therefore, with 6189 and 6187, you have a nice free space.

After that, the ranking list becomes more difficult.
