So if I were to spend 2-3 weeks dealing with such a topic during house construction, I would probably still be in the shell construction phase. Make an appointment, agree, pay the 1k for -note the delivered service- and move on. Or just forward it to legal counsel. That you can't rely on the state is another matter.

Phew. So if 1,000 EUR for an obviously provided service already triggers such emotions, then I wish you a lot of fun going forward.

There will be much bigger amounts coming your way... my civil engineer flatly charged me 1,000 EUR because he thought my property had a narrow access and that this flat rate was simply due ;)
