As long as the property doesn't belong to you, you have zero rights to hold anyone liable. You can only tell the seller (municipality) that you would like the property cleared upon takeover and that you currently suspect a potential hazard on the site.

If you have the time and desire for weeks of bureaucracy, then that is a great idea.

The purchase contract is provided in advance. A short email to the [Gemeinde] and [Notar]. Additionally, call them. Obviously, the [Gemeinde] seems to act quickly anyway.

Why should she (the municipality) put herself through the stress when there are 5 more interested parties lined up? The market is so tight that you'll have the next buyer as early as tomorrow.
Anyone currently looking for land is not in a position to demand anything in negotiations.

Relax, everyone, if a construction worker reads this, he'll laugh his head off. If the stuff is still there by the start of construction despite previous requests to the neighbor, it will simply be pushed over with their own excavator within 10 minutes. It might even cost a whole crate of beer for the guys.

Sometimes you really make a fuss *shakes head*

Our new development area includes 8 plots. All the plots have been sold and all but one are built on. We bought our plot 5 years ago and only started building in 2018. The one undeveloped plot (sold) is completely overgrown; old branches, stones, and compost from the immediate neighborhood are dumped there. Recently, I carelessly threw a cigarette butt onto this plot. But the neighbor immediately came out and warned me to pick it up again because his children play there.
