Is the total budget for the construction project realistic?

Normally, yes. But here it is mandated by the development plan to build carports and garages strictly within the building area. There are individual plots that, like here with those with special areas, also have exceptions made for garages/carports. Of course, then only one garage/carport can be built on them.
