Is the development contribution normally charged on municipal land?

Evening everyone.

It's me again. ;-)
Today we received the documents from the municipality
to purchase our plot of land.

There is now a kind of contract included that deals with a
"Ablösung eines Erschließungsbeitrages".

If I understand correctly, this is a flat fee that we pay for the
development.
-> Payable 4 weeks after notarization.

Is this normal for municipal land?

Development contributions are charged because property owners or leaseholders benefit from municipal investments. They arise from the expansion of development facilities, e.g., a road. Only then does a property become buildable. The city demands a financial consideration for this. It consists of the payment of a development contribution.

Service and consideration are equivalent. Irrelevant is the sometimes decades-long duration of the road expansion and the time when the property is developed.

Hello construction expert.

Thank you for the answer.

We were clear about what the development costs are and that they are incurred.

What confused me was that there is a separate agreement (contract) for this.
I thought it would all be done together at the notary, meaning "you are purchasing x m² at y € / m² including development costs."
I didn't know there was so much "officialese."
But that seems to be okay then.
