Is reserved land reasonably buildable?

Hello everyone,

after reading along for a while, I am daring to come out of hiding. We have reserved a plot (BW). Nice size, somewhat expensive, old development plan. That makes it a bit difficult.

Therefore, my (somewhat provocative) question to the experts: In your opinion, is this plot sensibly buildable, or should we rather wait for another plot?

Current situation: living in a single-family house rental, same location. Visited model home parks, had informal talks about wishes, collected house ideas. For the plot and development plan, a local architect would be our first contact. However, this has not happened yet due to doubts about whether this plot is suitable.

No commitments yet regarding construction method, floor plan, etc.; 140m² would be nice, 5-6 rooms, rest initially open. Budget: approx. €600k excluding plot and ancillary building costs.

Due to the limited ridge height and slope, the only idea I had was a raised basement +1.5 floors. However, I am not sure if this is even possible.

The first height specification for the two-story building (which unfortunately is not suitable for this property) measured from the top edge of the finished floor of the upper floor is something I have never seen before, that is interesting. Unfortunately, I do not see here how high the ground floor floor could be above the street. However, I suspect that something can be done with the given conditions. The slope runs roughly diagonally, so a square floor plan or a house axis positioned lengthwise or crosswise would be about the same. Perhaps will find time to think through the details with you.

North slope. What are the dimensions of the construction site? Is the garage allowed on the boundary?

If it is as I think, then you are allowed to build a basement that is legally not a full storey, but protrudes somewhat at the front, so that there would be the possibility of living space/recreation rooms with windows here, and the height of the ground floor floor level determines the height of the eaves. With 722 sqm and a floor area ratio of 0.3, I would build without a basement and try to overcome this height meter differently, and with a single-storey building with a stylish gable roof, maybe also a staggered shed roof remain. With a staggered shed roof, you can direct light from the third gable in the south to the north.

Of course, it makes sense to build on it. You just need a planner who can work with the development plan. Possibly split level.

Thanks for the input. I cannot find the "elevation of structural facilities" or a specification of the basis of the defined ground floor floor height in the development plan. That would depend on how far the basement protrudes, correct? How is it handled if this specification is missing? Doesn't it always have to be defined? Request to the building authority is at least in progress. For the neighboring development plan, at least, it applies: "For new buildings, the ground floor floor height may not exceed 0.8 m above the roadway of the development road as measured on average." Even if that doesn't really help here. Gable roof is mandatory.
