Is it possible to convert green area into building land? - Lower Saxony

Whether the city wants the development is the big question for me. The area was developed about 15 years ago, the city wanted to buy the property from my family, which was declined. Now it is the only such parcel in the middle of the residential area. Currently, it is very overgrown with an enormous growth of blackberry thickets. In the back part of the property, there are trees that I definitely want to preserve.

The property would be a gift, provided that a conversion into building land is possible. Accordingly, the costs should be kept within limits. Or do I have to pay for the council decision? I am definitely expecting a processing fee.

Thank you very much for the information regarding the preliminary building inquiry. I will deal with it and see if and how I can already realize it now.

So you haven't spoken to the building authority yet? Why not? Phone calls are still affordable these days ;)

That's exactly what I'm working on. First, the caseworker was on vacation and the substitute was not responsible, then I was told I needed an on-site appointment at the building authority to sort it out. Then the on-site appointment was canceled because several employees are apparently in quarantine.

I now have an appointment for mid-October, provided they don't switch back to phone appointments due to corona by then… The word "Bürgerservice" doesn't seem to be very well known.
