Is it permissible to exceed the eaves height of a semi-detached house?

Both properties have to meet the same requirements. They do not differ regarding the development plan. And the reference point differs by at most 10cm.

Or is the solution to the puzzle simply that the builder built deeper than the street level? If he builds the house 60cm lower than the street level, it would fit, right?

Hey come on, how is anyone supposed to answer that question without photos, drawings, etc.? You really have to check yourself. Lay your head on the street and sight over the road surface towards the door. If you no longer see the bottom edge of the door but the door handle, then the house is actually lower.

But I don't believe that. Minor deviations from the development plan are indeed approvable, as long as, for example, the setback areas to the neighbor are not affected and all other essential requirements (ridge height?) are met.

There is supposed to be a causal relationship with constructive information. You ask something and describe it contrary to your drawing. It may be clear to you what you mean – but we don’t look inside your head (and lacking knowledge of which one it is, we don’t look into your development plan either). If you can happen to make use of one of the answers nevertheless, that is not malice on the part of the other respondents, but rather a now quite popular phenomenon: expressing oneself unclearly but still feeling understood by some answer is applied "Infinite Monkey".
