Is a development plan change necessary? Who bears the costs?

Hello everyone, I have the following situation:

After preliminary talks with the municipality, I received a plot of land in my aunt's garden. This was partially gifted to me and has not yet been surveyed. In order for it to be developed, a change in the development plan is necessary. Since the plot is on the edge of town and the adjacent meadows will become building land in the next 3-4 years, the municipality is very willing to change the development plan.... However, only in 3-4 years. If I want it earlier, I would have to apply for and pay for the change. I would thereby create the basis that all plots on the street in the garden may be built on. But do I have to pay for that alone? I could now go door to door and ask on the street who wants to contribute. However, they would be quite stupid if they did, right? They could benefit from it anyway. Is it possible to arrange something like this contractually with the municipality so that I am not left with the costs alone? Is there someone who can give me advice on how to best proceed here? I would be very grateful to them.

Put simply: If you want something, you have to pay for it. Period, end of story! If you don't want that, you just have to wait.

Do you have corresponding sources for your statement or was it more "gut feeling"? It would really help me if I at least knew where I can find a statement on that.

Hmm sure, what kind of picture did you have in mind? Anything except a photo of my wife... I have a site plan of the street... should I try it?
Mine would be the one at the bottom right corner... at least 450 sqm of it.
