Regulated in the state building codes, parking space regulations, development plans, etc. Each federal state can have its own rules. Or even further subdivided. A single-family house with two parking spaces is already common. For the "small" granny flat, then an additional parking space. That also makes sense. In a normal family single-family house, there are usually two cars. The single granny flat then only needs one. Therefore, it is even very plausible.

Above all, I read it as there are also three cars, so it is not the case that a car-free family has to deal with phantom parking spaces that nobody needs.

In our street, it is quite narrow and there are few visitor parking spaces on the street. The neighbors are very pleased when these are unnecessarily occupied as well.

But the granny flat does not officially exist, so I don't see any reason for the 3rd parking space there.

And it is said by the OP that he personally does not want the 3rd parking space, even though he seems to have 3 cars.

Was 3 parking spaces possibly specified by the planner, although only 2 are required by regulation?

In the first post my suspicion is confirmed, the planner specified 3 spaces. What does the building permit say? For example, here the city reduced it from at least 2 to 1. If the textual part there states 2, you can do whatever you want. If that textual part does not exist, just ask the city....
