Otherwise, if you state at the beginning that it is your personal opinion and at the end "this is not legal advice," much more would probably be possible?

without wanting to be rude, but what exactly do you want?
You built a house nearly 30 years ago in a flood area/area with an extremely high groundwater level (I can't tell from your post whether it's one or the other or both). Apparently without designing the construction accordingly. No idea if a waterproof shell was already common back then, but floodproof basement windows certainly existed. Apparently you didn't install them, for whatever reason.
Apparently you think the house was planned too low? If that only becomes apparent after 30 years, it will be difficult to complain...

We have a watertight shell, but flood windows are also interesting because the weather is becoming more interesting as well.
Plus the planned flood retention basin.
My now deceased husband "let it slide" back then like so many things, that's why I'm only starting to "complain" now.
