Yes, definitely. It is probably a life estate, but the notary should have checked that already! There may possibly also be a development freeze and/or a sale restriction (!!) on such parcels, meaning the owner can only sell it with the authority's permission!

So to clarify, I called the building authority and they said that it simply has not yet been updated in the land registry and that this will be changed in the course of the update.
I have now also seen building plans stamped by the building authority from 1983 ;)
And in 2001 a conservatory was added, all with permits.
So I think everything is fine.
