Help needed - Real division of a narrow plot

Good day,

we have been looking for a used property for a long time and have now fortunately been offered part of the land by the parents-in-law. Of course, we were very happy and started planning the plot. Now, at the beginning of the week, we received the first documents (see attachment) and I am wondering if the dream has already fallen apart!?

We are supposed to get the lower part of the plot with approx. 12x25m. Now I gather from the building line (red on the existing building) that we have to keep a distance of 6m to the dead-end street and must build exactly on this line. In addition, there is the mandatory 3m distance to the neighboring property in Lower Saxony in my opinion. Is that correct as I see it? I hope, of course, that I am wrong, as it would destroy the entire planning (see screenshots Idea 1-3 attached).

Which possibilities such as exemptions or exceptions to the building plan might be possible? What else should we pay attention to, and is the appointment we have at the municipality next week even worthwhile?

Whatever this line may indicate, in my opinion it is not a building boundary.

Before you start planning, you should go to the planning office responsible for you – they offer consultation appointments; whether free of charge you can inquire – and clarify there whether the rear property may even be built on with another single-family house.

Since the attached graphic provides no clue for this important information, this is – from my point of view – the only feasible way to clarify a possible building project cost-effectively.

As mentioned, we have an appointment next week. Regarding the inquiry about the property, there was initially no fundamental "no" to the development plan. I just want to prepare for it and thought maybe some tips could be given here!? :)

The red line that already runs along the top existing building is described in the development plan as a "mandatory building line." That’s why I mentioned it above, does it not have to be adhered to? It would be a dream if we could implement Idea01.

There is not really much to prepare, it depends on how the caseworker is feeling/has slept and of course, how you approach him/her. That your request was not fundamentally rejected, however, is a good start. If that is the case, your planned building project must conform to this building boundary. Rheinische Grüße

That would be really bad for us, then only Idea02 would be possible and it would mean that we would have the garden on the north side. The dream would really be over then. :(

A question about the construction project, the building would have a flat roof, the development plan is from 1957, were such roof types already excluded back then? Or can I assume that a flat roof can be built here since it was not yet considered at that time? :)

And approximately how high is a single-family house with 2 floors and a flat roof? 6m?
