you look for an engineering office with geologists/hydrogeologists near you you can also simply call the environmental authority in Regensburg (Dept. Environmental Procedures, Ms. Stadler) and ask if they usually grant such permits, and what the requirements are for it. Maybe she can tell you right away if that is unrealistic at your construction site due to flood area etc etc no idea.. you already have a property, right?
