You only have to prove a parking space in front of the garage if there is flowing traffic on the street?
If there is a parking space/parking lot ordinance, then a certain number of parking spaces must be provided on private property per a certain size of residential unit. That has nothing to do with the location.
Then that's good. But "your" development plan excludes garages between the street and the front building line

In general residential areas, garages and carports in the front yards (areas between the street boundary line and the front or side building line and their extension to the property boundaries) are not permitted. Parking spaces are exceptionally permitted here if no more than 50% of the front yard area is paved or sealed by parking spaces, driveways, and access paths
However, the 3m do not apply to your desired plot... the others have the building window closer to the street (in which case the 3m rule applies).
