Yes, that could be true. But that would then be the case with all such systems. Fresh water return always comes in at the bottom. And extraction of fresh water at the top of the tank, where the boiler supply is also located. Underfloor heating is also supplied again at the bottom, and extracted in the middle for the underfloor heating. But the temperature differences between the layers are not that high. Fresh water return is around 52 degrees. And these temperatures are normal at the bottom of the tank.
If that were the case, the principle of buffer tank and fresh water would not be coherent. Therefore, I suspect a different problem.
I may be wrong, it has been a while since I had a heating system with fresh water. But: in my opinion there are buffer tanks that calm the return flow through baffle plates.
Of course, it could also be something completely different. Maybe the hot water pressure briefly drops because someone else taps shortly. Heating technician in a multi-family house is rather my second-best discipline.
