I consider these "wardrobe as a substitute wall" ideas to be extremely questionable in terms of noise.

It depends on the purpose of the partition: more for visual separation (with an open passage) that fits well; but to avoid disturbing the person still sleeping, if every morning all the blouses are taken out once for a fashion show, it is of course not suitable.

Between bedroom - children's room or children's room - children's room I also see that as questionable

The proposal is probably not intended for that, although a meter of clothes is not a bad level of insulation - unless one child plays off-key notes and the other prefers to be passively unmusical.
