With all due respect, that is nonsense. Roof tiles made of clay can also be laid on roof pitches between 12 and 22°. With this relatively low roof pitch, only different measures for the stability of the roof covering need to be taken (clips).
Based on my experience, the success rate tends toward zero, unless there are other exemptions from the stipulations regarding roof types in your building area; for further information: challenging the applicable development plan can take between 3 and 5 years with an uncertain outcome.
