Hello,

since our construction project is now almost completed, the last final invoices are slowly arriving. Included is the one from our heating/plumbing company, from which we also got our air/water heat pump.

In the original offer, the price of the heat pump was shown to us. This is an all-inclusive price including installation and commissioning, although this was not separately stated on the offer (however, this is not listed in any part of the offer, as the labor costs are included in the quantities for pipes and materials).

With the final invoice, I am now checking the price, which is identical to the one in the offer, but as a special measure the item:

- Commissioning flat rate customer service amounting to €350 net

was listed.

At commissioning, people from our heating installer and technicians from the heating company were on site. To what extent should our heating installer have indicated in advance that we have to pay the assembly team additionally? Or wouldn’t I then have had to receive the invoice from the assembly team and not from the heating installer?

The heating installer must be aware that the customer service comes by at commissioning and that it costs extra, so I find it highly questionable that this was not communicated to me and is now charged. According to the offer, I assume that the heating system will be delivered and commissioned, or am I mistaken? This amount does not exceed my budget, but €350 net is not an insignificant amount, apart from the fact that other items are also questionable.

If the offer for the air-water heat pump does not mention commissioning, you are mistaken and the costs for it are not covered by the offer price.


This is the well-known issue: what is not stated in the contract is considered not purchased. Not very elegant, but not as rare as assumed. This clearly shows the differences between the various providers. In addition, it is further proof of the usefulness of the ancillary construction costs and reserves that I always emphasize.

That a heat generator is usually commissioned by the manufacturer is, in my opinion, sufficiently well known. With new technologies - here the air-water heat pump - most companies are overwhelmed and have this service uniformly performed by the manufacturer; that costs money.


Then talk to your heating installer and see what you can negotiate.

Great, but that makes me doubt some craft companies once again. The homebuilder is usually an amateur and assumes something that is not true. The heating company knows this, takes advantage of it, and in the end, their offer was cheaper than offers from companies that fairly and objectively disclosed all prices and costs. Stuff like that really pisses me off.

Just as an example, when I order a pizza for delivery, it doesn’t say that the pizza was baked and upon delivery you get the raw dough and have to pay extra for baking... The pizza baker could also say: It’s not stated and acceptance doesn’t count...

Apart from the fact that I expect my architect to point something like this out to me...

Apart from that, you cannot turn the tables and say: I won’t pay for this because I wanted a friend who knows about it to carry out the commissioning (whether that is true or not does not matter). After all, I would have had to commission the service from an external company anyway, right? Everything that has to be done separately from the order, I would have to approve...
