The following description in the development plan: Garages, parking spaces, and covered parking spaces are also permitted as boundary structures within the specified building depth of the buildable plot areas. The permissibility as boundary structures also applies outside the buildable plot areas. In addition, they are permitted in the areas designated for parking spaces and garages.

Now the questions:
Is it therefore only permitted in field 1 or also across both field 1 and field 2 to build a carport? Are there specialist lawyers in this forum who could provide a clear answer? Thank you in advance.

In any case, it is not permitted to start duplicate threads. You did click that you understood the terms and conditions when registering.
Personally, I assume that both areas are to be built on, unless the state building code restricts anything regarding distances to roads and access paths.

In field 1 yes; in field 2 only yes if, for example, the state building code does not require a setback of 5m from the street (due to parking in front of the parking space or to avoid visibility obstructions for flowing traffic) or the like. Restrictions are not solely contained in the individual development plan.

The building authority therefore rejects all parking spaces, carports, and garages that are partially outside the dashed line or the developable plot areas. Since many builders understood according to the B-Plan that the areas could also be used outside, they purchased their properties based on this understanding and their construction plans.
