A second residential building is to be erected on the existing plot.
According to the caseworker's statement, either:
- a part of the plot, namely the part facing the edge of the village, is not building land, i.e. farmland (next door is actually farmland...)
- or the development boundary of the village runs across our plot.

Contrary to this is the excerpt from the building code that I uploaded; here the plot is not divided.

I will scan and upload map material over the weekend.

Get the standard land value map including legend/explanations. If the standard land value zone designates the relevant area as building land and property tax is paid for this area (check the notice from the tax office to see for how many sqm of building land taxes are paid!), you have a strong argument, for which there are also corresponding court rulings.
