Right, I am supposed to pay for almost all positions at the start, even though the work has not yet been carried out

I have now contacted the GU, he should please adjust all positions at the start and after completion and split them accordingly.

The discount is even 3%, he will adjust that as well.

Now don't dramatize it! Yes, there is always a ... at the beginning, but the payments are very detailed for that reason. The GU handles it differently than others who might have 8 payment items with 8 payments. You are advancing a small five-figure amount, there is nothing wrong with that. If you can change it, that's fine, if not, then also.

Yes and no. The GU will certainly let as many posts as possible start simultaneously.

From my point of view, it is customary to pay "after completion" - and not "at the beginning." The small increments naturally reduce the required advance payment, but I would basically not pay in advance.
