Environmental heat: how effective is it to properly warm the house?

I have looked at an existing property. The property is currently in a gutted state, so it’s perfect to leave room for your own ideas. The biggest question mark for me right now is the heating system. The realtor couldn’t really tell me much about it. Heating with environmental heat is planned. Now I have tried to inform myself about this on the internet. Apparently, these, at least those that generate heat from the surrounding air, only make sense down to 0°C. I don’t want to struggle to keep the place warm when it’s freezing outside (-15°C and colder) or only manage it with enormous additional costs (electricity). Since I belong to the faction that wants it warm (24°C) and not just 18-20°C in my rooms, I currently have doubts whether the whole property is still interesting here.

Is a geothermal drilling an option? It provides constant heat even at subzero temperatures

So I understand gutted to mean that apart from the masonry, roof, and possibly windows, nothing is there, not even heating. The OP wants to install (have installed) this. I am interested in why someone would gut a property before selling it? Are there possibly any "skeletons in the closet"?

Environmental heat probably means heat pump. A heat pump is sensibly preceded by thermal insulation. First insulate, then size the heating system.
