Is it already definite that the Energy Saving Ordinance 2009 is to apply until 31.12.2012, or in other words, that the Energy Saving Ordinance 2012 is only to come into force on 01.01.2013?

Another question: Do the legal provisions of the Energy Saving Ordinance apply only to the transmission energy demand or also to the primary energy demand in existing buildings? That would mean, in fact, that the existing heating system in an old building would have to be completely replaced by another one, which on the one hand is extremely difficult to do and on the other hand would involve very high costs.

that's the goal ;)



You also have to comply with the Energy Saving Ordinance requirements for old buildings. Provided you extend the existing building by no more than 50m², these are of course not as strict as for new buildings.

Either you provide proof of the individual components (U-values of the modified components) or of the primary energy demand and transmission heat loss.

Currently, I have an old oil boiler with a new burner. In addition, I have a relatively new air heat pump for hot water.
As part of the renovation, I would therefore only replace the boiler with a low-temperature boiler.
However, to meet the primary energy demand, I would have to replace the oil heating system with a pellet heating system or a wood heating system, which would involve enormous costs.
Now the question for me is whether the Energy Saving Ordinance forces me to replace the oil heating system.
Component-related (roof, walls, windows) the U-values could just about be achieved (with the Energy Saving Ordinance 2009).
Which owner of an old building (and they are the majority in Germany) is supposed to meet the Energy Saving Ordinance 2012 or the KFW regulations is unclear to me anyway.

maybe I expressed myself a bit awkwardly. But the requirements to be met for old buildings relate of course only to the alteration of components. So if you want to insulate your exterior wall afterwards or replace windows or insulate the roof or, or, or

No one is obliged to bring their house up to Energy Saving Ordinance standards.
Not yet ;)

For that, we would all first need to know exactly what will be changed or raised in the upcoming Energy Saving Ordinance.

As a rule of thumb: You always have to build according to the current Energy Saving Ordinance that applies at the time of your building contract.
