Hello everyone,
I am currently looking at a turnkey new-build single-family house offer according to the Energy Saving Ordinance 2014.
Unfortunately, the construction description is not very detailed. Only the text below is provided. Additionally, I plan to order screed with tiles for the basement floor. I do not want to use the basement as living space or similar, but I want to avoid that the living area floor directly above the basement becomes cold because of this.
I am wondering if the basement is automatically insulated according to the Energy Saving Ordinance 2014, etc.? Or does the Energy Saving Ordinance 2014 have no requirements here at all? According to Google, so far I could only find that, for example, roof insulation is mandatory but ceiling insulation of the basement is not mandatory.

2.3 Basement Floor
Foundation or foundation slabs according to static calculation. The floor slab is constructed continuously for the housing group.
Basement exterior walls made of reinforced concrete in statically required thickness, with additional insulation of all construction and expansion joints against non-pressing water (DIN 18195) with thick layer insulation. Basement partition walls in concrete or masonry walls according to statics. Basement interior walls as double-planked, insulated gypsum stud walls on both sides (d = 12 cm).
The ceiling and wall surfaces remain untreated. The concrete surface of the basement floor is smoothed. Foundation earth electrode according to VDI guidelines. 1 light well window is also present. The basement floor receives no radiator.
