Yes, that is normal nowadays. They are simple meters that usually measure the electricity consumption of the heat pump and the energy produced. It roughly matches in my case, too (I don’t have separate intermediate meters / heat quantity meters myself).

Of course, you can have a simple meter retrofitted at your fuse box. But it will only help you after a few years since you need three years of consumption for the consumption certificate.
