In my opinion in the NE Is street-side development even allowed in HE? Either on the street or 3 m away? Your budget of 400k is certainly not enough. Unless the 5 million was not an April Fool's joke.

Mostly single-family houses - two-family houses 1.5 - 2 stories, pitched roof but also a flat roof.

Many things seem possible.
