Being able to pass by one’s garage or to carry out a hammer blow on one’s own property, at least I have not yet encountered that a state building code or a development plan specifically prohibits it.
At this point, I am unfortunately overwhelmed with the question "What does the author want to tell us with this?" If it has something to do with minimum distances, I would like to point out that in some federal states, “hopp or topp” also applies to privileged buildings, meaning either on the boundary or with at least 0.5 m (BW) or 1 m (NI) boundary distance, to prevent so-called “dirty corners.” In NRW that was at some point removed from the state building code.
