Dismantle basement window and seal it with concrete

Hello,
my wife would like to have our basement window dismantled and the resulting hole closed. The window is located completely below street level.
Our basement was poured with WU concrete, coated with bitumen, then perimeter insulation and finally the dimpled membrane.

My question is:
1. How do I best close the hole?
2. With formwork and concrete? If yes, all at once? How do I best seal the top edge (topic: concrete shrinkage)?
3. Or with masonry?

What exactly do you want to say with that?

Window out, and brick up the hole. If you can't do that, hire a construction worker.

Oh man, seriously now? Is that the answer? Then why is there a forum where you can seek help from knowledgeable people? If it’s up to you, that either means you can do it, so I don’t need a forum, or I can’t do it and go straight to a professional company. Thanks again
