Development plan: Earth embankments are to be compensated

In our new development area with a development plan, there are slight height differences compared to the surrounding areas.

The development plan includes the following statement:

"In the planning area, earth embankments must be aligned with the existing ground level of the properties adjacent outside the planning area."

My question is now, what exactly does "aligned" mean in this context?

Specifically, we have a height difference of about one meter to the rear neighbor. Currently, there is a historically grown earth embankment that covers the height at about 2 meters. The question is, what else must be aligned? Can I make the embankment steeper so that it is only 1 meter wide?

I would interpret this as meaning that height differences are not to be compensated for by retaining walls and the like, but rather should be evened out. That is, height differences should be leveled by ground grading. The "historical earth embankment" should accordingly be removed and the terrain adjusted.

Since this is not an insignificant obligation, also in terms of cost, you should specifically inquire about this with the responsible office for your parcel.



In my understanding, the complete opposite. Remove the embankment and level the terrain with an appropriate slope (over a corresponding distance).

The phrase "properties adjacent outside the planning area" confuses me. Normally, I would think one should gently blend terrain modifications into the neighbor's land, i.e., without steep slopes or even terracing.

It sounds as if the planning area is elevated and differences in height to the existing buildings are absorbed by "historically grown earth mounds." The planner apparently wants the building owners to have these removed. At least, that's how I understand it.

The construction area is located in a depression. I would already speak of a slight slope across the entire area (about 6m over 100m). Within the area, there is already massive use of L-shaped stones ;)
Part of the enclosure is an old cemetery. Its area lies about 1m above the adjacent properties. On the properties, this appears as the aforementioned embankment.

Another large part consists of another new development area that was built a few years ago. Its properties are also mostly situated higher. Here, most builders in the area have chosen L-shaped stones as the transition to our area (so there is no more shifting...).
