Development of a plot of land in a mixed-use area

The statement about the development plan is confusing. If such a plan was scheduled to be prepared in 2008 and has not yet been implemented, then that is simply the case. Aside from that, "next door" is still next door, no matter how close. I see an outer area here and have little hope for it becoming building land.

The "affordable price" will be related to that.

I would recommend continuing to search - that is the fastest way. Waiting (for Godot) will take longer. This plot is far from number 1 in the building land waiting list.

In the site plan, you can see developed plots on the left and opposite, so development is probably very feasible.

On the left is a business (taxi), opposite as well (sanitary + timber construction). Otherwise, older houses according to Google. The residential buildings fit in the mixed-use area because of commercial use. I think you would have to build appropriately commercial with a manager's apartment (just an estimate).
