On the left is a business (taxi), opposite as well (sanitary + timber construction). Otherwise, there are older houses according to Google. Residential buildings fit in the mixed-use area because of commercial use.

I think you would have to build suitably commercial with a manager's apartment (just an estimate).

I was also on Google and honestly, I wouldn’t put any effort or thought into it. On the one hand, you are simply not privileged to be allowed to build there. Conversely, one is also glad that commercial use is not the target group for land purchase in a new development area. And ultimately: who wants to live next to a taxi company and a row of junk? Was the plot advertised anywhere?

Ultimately, only a building application inquiry can bring clarity. The municipality can express its concerns, but to my knowledge, the decision-making authority ultimately lies with the building authority. My recommendation would be to find a specialist (e.g. architect or civil engineer) on site who can advise you. If they say "worth asking," then they should submit the preliminary inquiry.

No chance. The building authority has already given you this answer. Do you want to argue/litigate with the BA?
