Following situation: I have a 10,000 m2 field in the middle of a residential area, price per m2 about 400€ in the residential area. The city is interested in having houses built there. However, a road would have to be built from the adjacent settlement to the field, and a road through the field as well as water supply and sewage pipes + electricity, etc. My question is: do I have to bear all the costs? At a price of 1000€ per meter of road + the other costs, that would never be compatible with the possible income. How is this usually regulated in residential areas? I cannot imagine that the respective landowners have built and financed the roads, etc. The costs would never balance out. I would be very grateful for useful information.

So you have a field of one hectare – that it lies "in the middle of" a residential area, I rather do not believe based on the description, but rather suspect a direct adjacency to an existing development area. And I assume your field is not yet fully planned, it is already designated as building land in the land use plan, but not yet part of the scope of a development plan. Given the size, in my opinion, it would be advisable for you to pursue a "project-related development plan," i.e., to have the development plan itself created. In this respect, I am surprised that you are only asking about infrastructure here. Nowadays, municipalities have little "interest" for budgetary reasons to act as developers themselves. However, they are happy to offer to conclude a contract with them so that you do this yourself. In this process, one or two companies are usually suggested with whom the municipality regularly cooperates – mostly local road construction companies. Of course, you would have to pay them upfront as the client. But you can make deals with them, as well as with house providers. Do you want/can you handle the marketing yourself?

What kind of houses is the city interested in (single, semi-detached, or terraced single-family house, multi-family house for tenants, multi-family house with condominiums), and how far are their own development areas (especially the adjacent one) already sold out?

Field. So you have to develop it, not the municipality itself? Sell the field as it is to the city. Let them handle the development themselves if they want the property.

So my goal would be to build houses there myself if the development is taken over by the city. The question is whether the owner basically has to pay for the development costs? How is this generally handled in the development of new settlements on a property? I am currently searching for similar posts but only come across topics where the development of individual plots is discussed but not the 'main development', that is the road through the field, etc.

But you won't get around making a deal with the [community]. Otherwise, there will be no building land.
