Determination of architect's fee according to HOAI - questions

I have a question: we are planning to build with an architect. His fee is calculated according to the HOAI and the determined construction sum. Which cost estimate is used for the calculation, the one from service phase 2 or 3?

For example, if we say we will take care of the heating engineer ourselves, will this amount be deducted from the construction sum used to calculate his fee? Or are, for example, own contributions deducted from the determined construction sum so that he receives less fee, or is everything used for calculating his fee?

I somehow find this unfair. We are currently in performance phase 4 and the architect now wants to adjust his fee. He said this is normal because the construction is becoming more expensive than initially estimated. Well, we have also grown bigger. So I think it is justified. BUT! The estimate from our architect is about 30% higher for all the trades we already have offers for. So his fee is being increased as well. Not very satisfying. It is also related to the building permit and financing. Furthermore, he wants to allocate €20,000 for the garden. However, he is not planning anything for the garden and this was communicated accordingly.
