Excuse me, you are not completely inexperienced after all. Then just borrow the devices. Honestly, with chemicals, that will be illegal, Raiffeisen will not sell you the supplies either.

otherwise pluck again once the new soil is on it. We have also done this 2-3 times and lo and behold, it is calm

My grandpa belonged to the old kind of patriarch. When he whistled, we all stood snapping our heels in front of him and waited for orders. All children had to help with the "character-building work duty."
Back then I hated it, today I realize how valuable what I learned is. Most people my age don’t even know what a scythe looks like, let alone how to use it.
My husband just told me that our neighbor has some equipment that we can borrow.

Since it has rained so nicely these days, I’m going to go and dig a little with the potato rake today, as suggested by HilfeHilfe. Let’s see how it turns out.

I would use glyphosate, which I personally consider to be quite harmless for humans and cats. However, mowing beforehand is then counterproductive. If you don't want to use chemicals, cut down and run over it with the garden tiller, which is still quite inexpensive and quick compared to other options. If more soil is added, I wouldn't do anything else - if the lawn is properly maintained, weeds don't stand much of a chance.

Depending on the condition of your topsoil, I would recommend mixing sand into the lawn areas.

My chemist had also recommended glyphosate to me, since it supposedly only disrupts photosynthesis. But I still have some concerns.

It depends on whether one prefers to rely on verifiable facts or on their feelings, I do not want to judge that. A farmer does it like this: glyphosate on the field when the weeds are nice and tall (more leaf area). Wait 2 weeks - plow - sow.
