Descent into the garden

Dear experts!

Please take a look at my photo and maybe you can come up with an idea how I can design stairs or a kind of terrace as a path from the door to the garden, preferably with very low costs.

Staircase without foundation?

I have been thinking about whether it would be possible to pile up sand and build a staircase out of (granite) stones on top. Maybe spreading out in a semicircle in all directions. In the picture, only the material matches what I have in mind. Can you tell me how much soil I need to excavate and how I should compact it using a compactor? I look forward to your answers!

I would rather choose a wooden staircase with a stainless steel construction.
