The developed property in the aerial image is estimated to be 15m * 21m = 315 sqm in size. Presumably, the southern plot (approx. 26m * 30m = 780 sqm) is included in the purchase. Since it is apparently forest, a maximum of €5/sqm can be applied, so about €4k. Building land 315 sqm * €85/sqm = €26,775. Thus, the selling price almost corresponds to the value of the land.

Then it will probably only be enough for a very narrow house. If not, as already said above, a development plan forbids it, your plot width of approximately 15m would allow a maximum 6m wide house, because

you are completely correct, and to the other neighbor you also have to keep a 3m distance.

Make an appointment at the building authority. You can be 95% sure that you will have to build a semi-detached house again.
