How realistic is it that the crane will be gone by the time you want to start? A few months is not that long... With stone from stone and a pitched roof, the neighbors won't be finished in 3-4 months. Especially since bad weather could also come now.
But you don't need a crane permanently. For example, with us, no "fixed" crane was installed at all, but those on vehicles were used.

If you also need a crane for your construction project, you could, with appropriate agreement, have it installed in such a way that it can be used by you after the neighbor's shell construction is completed. This way, the neighbor saves dismantling it and you save setting it up.
