Cost of painting interior walls/ceiling

If the price were for the entire trade - then I would find it easier to assess. As I see it, we have formwork-smooth walls, which are spackled to Q2. This Q2 spackling costs €12,000 and is specified as such in the contract. Now, building on this Q2 spackling, there would be an improvement to Q3 + painter's fleece + painting - for the mentioned €28,000 on top. This also means: The entire trade for interior walls/ceiling painting would cost €40,000. And on this point, I am very uncertain whether this is not a defensive offer... The question is also: Will a painter make me an offer before the "shell construction" is completed - which will only happen with the house handover in two weeks...

We have an offer from the house company for a 175m2 house Q2 for ~10,000€ and Q3 filling for ~14,000€. Without fleece and painting! Maybe the information helps ‍

So we have just obtained quotes. The current condition is interior plaster Q2, ceilings concrete filled Q2.

The offer is:

Puttying (not full surface), sanding, priming €4.40/m²
Applying smooth fleece wallpaper €11.00/m²
Painting white per coat €3.75/m²
plus a flat rate for masking etc.

We are far from €28K.

But if a general contractor surcharge of €8K on a €20K contract volume is considered "normal" here, then obviously we have different ideas of what fair payment for service is.

With us, the surcharge from Q2 to Q3 is 4000 Euro. For a 189sqm house.

We had our good Q2 wall puttied and sanded again in various places and then had 150 grit painter's fleece applied. Additional cost approx. 4k compared to textured wallpaper.

Having Q3 puttied is absolutely expensive and not worth it to us. We are very satisfied with our result – at a fraction of the price.
