Is there PUR insulation inside? Because otherwise it doesn’t look like 100% energy saving regulation...? These are hot water pipes, right?

The green pipe is probably DN75, then the intersections, then you’ll probably be above or right at the insulation layer. But it’s not a problem as long as you cover it with foil...

Maybe he was smart and had the electrical come from above ?

If you say so. What about the minimum coverage over the pipes of the underfloor heating (since you mentioned staple plates, I assume there is heating)? IMHO, the staple plate must be completely level at least. How it looks underneath... okay, individual weak points can certainly be accepted.

In my opinion, flat ducts would have been better here instead of round pipes.

And I always thought that process engineers in gas production prefer pipelines with round cross-sections!
