Have you spoken to him at all about why you are now dumping there, etc.? So that it is solely about protecting his property (from your rainwater).

Otherwise, you only have the options a) to clarify this yourself with the responsible authority whether it is allowed or b) to wait and see exactly what the neighbor does now and what the authority might then say about the matter.

That used to be a garden; the land belonged to the city. They probably auctioned it off. He is certainly a somewhat difficult character, presumably bored in retirement and looking for something to do.

Yes, some time ago, when the parking spaces were first discussed. He said it was nonsense and that it didn't bother him if the water ran onto his property. At the end, he agreed. He must have forgotten...

Actually, I didn't warn him now that it was getting serious – after the incident with the telephone pole, we weren't very keen on doing so...

I'll put it this way... Just wait it out . Sooner or later, in the short to medium term, he will no longer be legally competent or no longer be around!

Well, basically correct, that's why I'm trying to stay calm.

As for my current problem:
Apparently, he wants to achieve the dismantling of my parking space. If his activity leads to this consequence, I would actually have sunk a lot of money. And would have to invest more for the dismantling. That would be the worst case, which would really hurt me right now.

However, I assume that the parking space, if it is indeed not exempt from procedures and the construction is not covered by the existing building permit, would still be approvable. That means I might have to obtain the building permit.

I will proceed the same way with my terrace roof; according to LaBo, 3m depth is allowed.
Since 3m looks crap and offers me no function, I will have 4.5m installed.
All my neighbors are lenient; only the building authority is a pain when they come to measure or if anyone wants to approve a terrace roof over 3m, it is not possible and they refer to me.
