Will you have to pay for the property directly in January 2018? Maybe you can agree with the seller that you pay a deposit for the property, for example at the beginning of the development work (preferably with your own capital), and pay the remaining amount after the development is completed? This way you can also ensure that the development is carried out.

That's exactly how we handled it as well. Without a land charge, without an interest surcharge
