In the case of a developer, it would probably have to say "buyer-side" here. You have to pay - otherwise the original idea of simply leaving the part of the excavation not used for terrain modeling on the construction site after completion would make no financial sense for the developer. Omitting this step in logistics doesn’t save them significantly - the financial aspect of letting you cover disposal is much more appealing to them. Their thought will also be less likely to just leave the stuff lying around - instead, they will offer you disposal as an additional charge. Not everything that walks is a nightingale ;-)
