The offers always state that the architectural service is included. That would at least mean to me that an architect has looked over it before submitting the building permit application?
That only means that the architectural service (application submission, rudimentary essential execution planning, site supervision) does not have to be paid for separately. It does by no means imply a chief physician’s round where the creative quality is checked and refined. Whether your dressing room is so tight that you pinch your fingers on the closet doors does not violate any building regulations – just as little as walking around “incorrectly” hinged doors. Neither of these will be mercifully polished away by anyone if you plan it poorly.
Or does a draftsman really just shift the walls and no one checks the statics before submission?
The statics are always done by the structural engineer, not the architect. The scalpel for moving walls is, of course, wielded by the nurse’s apprentice, and at most covered by health insurance in local anesthesia.
